PROJECT BACKGROUNDThe United Nations Development Program (UNDP) is supporting the Greater Amman Municipality (GAM) to implement its "Amman is listening" project, one of the winners of the 2021 Global Mayors Challenge."Amman is listening" is an open data participatory platform designed to better understand residents needs and provide feedback on services and events in their immediate vicinity. The platform will enable Ammans residents to provide real-time feedback on critical city services, contributing to optimized service provision and crisis management by translating resident-driven data into knowledge to aid local decision-making.The development of this platform is part of a broader national drive to modernize Amman and enhance urban service delivery. It will support Ammans smart transition, guide future investments, and ensure scalability and transferability to nearby cities. The open data platform will enable citizens to provide feedback quickly and suggest ideas to GAM for better service delivery, covering all 22 city neighborhoods.In October 2023, GAM contracted a supplier to design a participatory approach, a user-centric design, and to implement an App and Website for the open data platform.The Minimum Viable Product (MVP) was launched in July 2024. At this stage, GAM intends to use the MVP to test and continue analyzing its features with city residents from various groups, including students, local investors, governmental entities, and the public. OBJECTIVE OF THIS SERVICETo identify a service provider able to deliver a creative and effective technological solution for the Amman is Listening open data platform, able to adapt to the evolving needs of Amman´s residents and make municipal services more accessible.GAM is seeking a service provider to further develop the existing MVP, integrating additional user-centric functionalities to improve the platforms usability and expand its outreach. These enhancements will focus on improving the interactive experience through features like a comprehensive, searchable events map, real-time communication channels, and a robust information portal detailing municipal activities. The specific activities are the following:•           Develop an intuitive, user-friendly, and bilingual (Arabic & English) open data platform.•           Ensure data visualization, dashboards, and interactive features.•           Conduct stakeholder engagement through interviews, workshops, and usability testing. Please note that remote work is not allowed; all work must be conducted on-site at the Greater Amman Municipality (GAM).Amendment 1:This Amendment (Amendment No. 1) to Request for quotation: 1.3.8-2 Development of the "Amman is Listening" Open Data Participatory Platform is issued to incorporate the following items:The terms of reference were modified according to Annex I.
