Country:   Rwanda Description of the Assignment:  Recruitment of an Individual Consultant to support the Portfolio Design Process focusing on the environment, energy and climate change thematic Area. Period of assignment/services: 35 working days over 3 calendar months1.      Context / BackgroundThe United Nations Development Programme (UNDP) in Rwanda has developed its Country Programme Document (CPD), which was approved by the Executive Board in January 2025. The CPD is fully aligned with Rwanda’s National Strategy for Transformation (NST2) and the United Nations Sustainable Development Cooperation Framework (UNSDCF). To implement the Country Programme, UNDP Rwanda is adopting a portfolio-based approach to programming. This approach aims to ensure more coherent, agile, and integrated interventions that enhance the impact and effectiveness of UNDP’s support for sustainable development. It emphasizes the use of digital tools, real-time data, and cross-sector coordination to link national policy ambitions with scalable, community-level action. A single integrated portfolio is being developed to consolidate UNDP’s work across the two main CPD pillars: (1) Transformational Governance and (2) Environment and Economic Transformation. This integrated portfolio will serve as the foundation for delivering joined-up solutions and mobilizing partnerships and financing aligned with national development priorities. The Environment and Economic Transformation pillar supports Rwanda’s agenda to restore ecosystems, scale up climate adaptation and mitigation, expand clean energy access, and build a resilient, low-carbon economy. Priorities include green technologies, sustainable resource management, and nature-based solutions that create green jobs, especially for youth and women. The support also focuses on strengthening institutions, integrating climate resilience into planning, and enabling policy reforms.In this context, UNDP is seeking a national consultant to develop the Environment, Energy, and Climate Change thematic area within the portfolio document, in line with UNDP’s corporate guidance on portfolio development2.      Objective·       Lead the development of the Environment, Energy, and Climate Change components on the portfolio, drawing on a comprehensive desk review, stakeholder consultations, and the portfolio approach to identify systemic challenges, opportunities, and catalytic interventions for a just and green transition. ·       Collaborate closely with consultants from other thematic areas, UNDP Country Offices, and regional experts to ensure that environmental sustainability, energy access, and climate resilience priorities are coherently integrated into the broader portfolio, leveraging synergies across sectors for transformational impact. Proposal should be submitted directly in the portal no later than indicated deadline.Any request for clarification must be sent in writing via messaging functionality in the portal.
