1. With this project, UNIFIL attempts to reestablish local perception monitoring system, in preparation for the ceasefire and in anticipation of the continued large-scale deployment of UNIFIL troops. The continued UNIFIL presence, possibly with amended rules of engagement (if not mandate) is bound to have a significant impact on the lives of the inhabitants of southern Lebanon. In addition, the current political and security developments in the region as well as new strategic and operational challenges posed by the ongoing armed conflict demand improved understanding of public perception trends. Also, UNIFIL aims through this project aims to integrate local perceptions in the planning and evaluation of its strategies and operations, to ensure its accountability. 2. The contract initial duration shall be one (1) year with the option to extend for another three (3) years of one (1) year periods (1+1+1) each or part thereof, subject to the satisfactory performance of the contractor, availability of funds and extension of UNIFIL’s mandate. The maximum contract period shall be four (4) years. . 3. UNIFIL will undertake a competitive solicitation exercise shortly and consider inviting those companies have expressed their interest and provided initial relevant information as to their ability to fulfill UNIFIL’s requirement. 4. Please note, this is not an invitation for submission of a price proposal. To be eligible to participate in the solicitations exercise, vendors are mandatorily required to be registered at Basic Level in the UNGM at www.ungm.org.
