PSS 1/2026/4 21 January 2026 INVITATION TO BID NO EMRO 1/2026/4 (Long Term Agreement for Mobile Clinics) The World Health Organization, Regional Office for the Eastern Mediterranean (WHO/EMRO) seeks offers for the attached list under (Annex E) to establish a Long-Term Agreement (LTA) for purchase of the following items for the benefit of the Eastern Mediterranean Countries: - Mobile Clinics with base cars of any of the below brands: Hino Motors, Mitsubishi, Toyota, and Mercedes. This will be processed through a Long-Term Agreement (LTA) covering the period of 12 months in which the prices are fixed and the delivery lead-time between the request and delivery is to be indicated, within the requested duration in the attached (Annex E) taking into consideration the emergency of the beneficiary countries. WHO is not obliged to extend the LTA, or to reach their maximum duration if the performance of the vendor is not satisfactory. LTA might be extended based on the satisfactory vendor performance and mutual agreement. CLOSING DATE: 15 February 2026, at 23:59 (CAIRO LOCAL TIME) ITEMS NEEDED: • As per the attached (ANNEX E). Annex E indicates the estimated quantity of Mobile Clinics (50 units) for planning purposes only. This estimate is provided to give an indication of the potential volume and does not constitute a commitment by WHO to purchase the full or partial quantity stated. Actual quantities to be ordered under the LTA may vary based on operational needs during the LTA period. INCOTERMS: • FCA nearest port (to be specified) OFFERS: • Must comply with the requirements stated in the attached ITB. All Technical details and the financial requirements should be completed as per indicated in Annexes E. • Queries are welcome to be received exclusively through the United Nations Global Marketplace (UNGM) correspondence before 8 February 2026. • The Financial offer should be submitted in the attached excel bidding sheet format (Annex E) and in PDF form as well. PSS 1/2026/4 21 January 2026 DELIVERY: • For the first 5 Mobile Clinics, delivery should be within 4 weeks. EVALUATION OF OFFERS: • Evaluation will be done on basis of the lowest offer meeting all the required specifications. EXCLUSION CRITERIA • Offers that are received after the specified deadline will not be considered. • Offers that are not providing the requested brands, model year and that are not fully matching the requested specifications and delivery, will not be considered. • Offers that are not placed in the excel sheet format (Annex E), supported with details and photos, and responding to all required details, may not be considered. • Offers that are not confirming CE certification of equipment supported by certification, will not be considered. • Offers that are submitted by a third party that is not part of the production will be excluded. • Offers that are missing the below, will not be considered: o Company registration o A minimum of 3 years’ experience with producing similar products In case of award, the suppliers should provide: • Certificate of Origin. • Shipping documents, Packing list and invoice.
