The International Organization for Migration (IOM) Cameroon invites qualified consulting firms to submit proposals for the provision of technical expertise to support the implementation of activities under the project “Strengthening Security and Reintegration of Ex‑Associates in Cameroon’s Far North”, funded by Global Affairs Canada. The assignment aims to strengthen national and local capacities in screening and profiling of ex‑associates, secure information management (including deployment of the ICRS system), integration of human rights, gender and HRDD principles within defence and security forces, and enhancement of cross‑border cooperation between Cameroon and Nigeria. The project also supports DDR coordination mechanisms, social cohesion, and policy‑oriented analysis to inform decision‑making. The consulting firm will be responsible for delivering analytical work, capacity‑building activities, technical guidance, and policy‑relevant outputs across four main pillars: (i) screening/triage systems and data governance; (ii) gender, human rights and accountability frameworks; (iii) cross‑border dynamics analysis and bilateral cooperation; and (iv) institutional coordination, CVR mechanisms, and social cohesion. The assignment will be implemented over a minimum period of four (4) months, primarily in Yaoundé, the Far North Region of Cameroon, and selected Cameroon–Nigeria border areas, with possible remote or hybrid modalities.
