Following an initial briefing with the ILO team, the External Collaborator will conduct a Decent Work country context analysis for Bosnia and Herzegovina. The assignment will examine the socio economic and labour market context, including demographic trends, economic structure, vulnerability, inequality and poverty, and their implications for decent work. It will assess labour market dynamics and employment trends, including labour force participation, employment and unemployment, labour underutilization, informality, sectoral developments, skills and employability, and the economy’s capacity to generate productive and inclusive employment. The analysis will cover key dimensions of the Decent Work Agenda in line with ILO methodology, including fundamental principles and rights at work, working conditions and occupational safety and health, equality of opportunity and treatment, social protection, social dialogue, and labour market governance. Evidence from Local Employment Partnerships (LEP) and other relevant EU and ILO funded interventions over the period 2016–2026 will be integrated, with attention to employment outcomes, service delivery models, employer engagement and local institutional coordination. The External Collaborator will produce a structured, policy relevant analysis highlighting key trends, gaps and challenges, and provide forward looking insights to inform future EU and ILO interventions and labour and employment sector reforms. Key findings and recommendations will be presented at a high level technical event in May 2026.
