The main purpose of this independent final evaluation is to provide an independent assessment of the project’s implementation for accountability and learning purposes. It will utilize the OECD DAC Criteria of relevance, coherence, effectiveness, efficiency, sustainability and orientation to impact. As the EIIP projects have been extensively evaluated in the past, this evaluation is expected to provide new findings with emphasis on human-centered stories. The evaluation will comply with the ILO evaluation policy, which is based on the United Nations Evaluation Norms and Standards and the UNEG ethical guidelines.
