Since 2021, the LSSO and the ILO have been working together to build the social security inspection function of the LSSO, so as to contribute to better compliance with legal provisions on social security and with the ultimate objective to protect workers’ rights with respect to their social security entitlements. As a result, social security inspections guidelines as well as Standards Operating Procedures were produced. Moving forward, the priority is to train a team of nominated social security inspectors and start implementing strategic planning and inspections activities in selected locations. Secondly, workers and their families must be equipped with necessary knowledge on their health and social security entitlements and on the processes to access them. In that regard, the Lao Federation of Trade Union plays a predominant role: by disseminating information on health and social security to its members, it empowers workers to demand for their rights and facilitates their access to health and social security benefits, creating a framework for accountability. A prerequisite here is to increase LFTU officers’ knowledge on health and social security so that they are better equipped to disseminate information to their members, address their requests and support them in accessing benefits. In 2024, the ILO conducted a training with LFTU officials from nine provinces, and there is keen interest in conducting the training again for LFTU officials from the remaining provinces, as well as at the central level. The ILO is therefore seeking a training facilitation consultancy to contribute to the pedagogical design and delivery in Lao of • A training of LFTU officials on social protection, including social protection cash benefits and social health protection; • A training of Trainers to Lao Social Security Office inspectors on the guidelines and application thereof of social security inspections.
