The World Health Organization (WHO) is seeking offers for an institutional contractual partner to support the mechanical, electrical, and plumbing inspection for the verification of the biosafety level 3 (BSL-3) container laboratory of the Philippine Research Institute for Tropical Medicine (RITM) under an Agreement for Performance of Work (APW) contract. The Philippines Department of Health (DOH) - Research Institute for Tropical Medicine (RITM) plays a crucial role in the country’s public health efforts, particularly in responding to emerging and re-emerging infectious diseases. In 2018, the Government of Japan turned over a Biosafety Level (BSL) - 3 laboratory to the Philippine DOH-RITM. The containerized BSL-3 facility is specifically designed to handle, process, detect and contain indigenous or exotic microbes that can cause potentially lethal diseases through inhalation. During the COVID-19 pandemic in 2020, the BSL-3 containerized laboratory experienced a breakdown, preventing its full utilization due to the need for repairs and recertification. A certified BSL-3 facility and equipment will protect the laboratory personnel, the immediate community and the environment from the risk of infection and unwanted spread or transmission. Thus, it is necessary that a BSL-3 laboratory facility be continuously maintained, and that safety management is secured at maximum level aligned with the standard requirements set forth in the updated World Health Organization (WHO) Biosafety Manual. Further, the BSL-3 certificate of the said laboratory has also expired. For the laboratory facility to continue safe and quality operations, a thorough Mechanical, Electrical, and Plumbing (MEP) inspection is deemed critical. The assessment findings will in turn inform the finalization of the facility’s renovation plan and the re-verification process.
