UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Consultancy services for Impact Evaluation of the Children in Families initiative, Zambia. FURTHER BRIEF BACKGROUND PURPOSE: Aims to assess the overall performance and effectiveness of the CIF and the CIF+ programme in strengthening the alternative care system in Zambia. OBJECTIVES: • To evaluate the effectiveness of strategies and interventions implemented under the CIF and CIF+ initiatives, including the prevention of and response to family separation, reintegration, and support to kinship, foster, and adoption care as well as strengthening case management systems and practices. • To assess the relevance, coherence, and quality of coordination mechanisms among key implementing partners and the extent to which roles and responsibilities were clearly defined and executed. • To assess the progress made in strengthening Zambia’s alternative care system in Zambia, including the shift from institutional care to family-based care, and determine whether the CIF and CIF+ programmes were implemented as designed or deviated—and why. • To analyze the impact of both the CIF and CIF+ initiative on key outcomes under the four pillars of the initiatives. • To generate lessons learned and recommendations that inform future programming, support sustainability, and guide the scale-up of childcare reform efforts IMPORTANT NOTE: This tender will be run through the UNICEF e-submissions system.
