Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The purpose of this assignment is to support evidence-based policy dialogue on the future of Qatar’s End-of-Service Indemnity (EOSI) system for migrant workers. Recognizing the limitations of the current employer liability model in ensuring predictable, adequate, and enforceable income security upon termination of employment, this assignment aims to inform and guide national stakeholders, including government, employers, and workers’ representatives toward the development of a more sustainable, rights-based, and equitable alternative for both workers and employers. This process is anchored in Qatar’s broader National Development Strategy and its commitments under international labour and social security standards. The primary objective of the assignment is to produce a comprehensive technical report that evaluates the current EOSI framework in Qatar and identifies feasible policy options for its reform. The report will examine the legal, financial, and operational dimensions of the EOSI scheme, and will assess its alignment with international standards, before proposing a menu of alternative design options that can better serve the needs of migrant workers, employers, and the State Please note that if travel is required for this assignment, the necessary travel costs will be covered by the ILO.
