Dear Bidder, The ILO is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultancy will design and implement an automated Monitoring, Evaluation, and Learning (MEL) system for the ILO PROSPECTS Uganda programme. The scope includes: • Conducting a Needs Assessment to identify all manual MEL systems, tools, and processes and propose a clear automation strategy. • Designing and implementing a unique beneficiary identification system using National IDs and Refugee Attestation Numbers, with fallback options to ensure ≥99% uniqueness and ≥95% coverage. • Automating MEL tools and processes, including the beneficiary enrolment form and quarterly group outcome tracking tool. • Developing a centralized master database consolidating data from all intervention areas, ensuring complete and accessible beneficiary records. • Creating and automating tools for tracking output and outcome indicators aligned with PROSPECTS disaggregation and geographical locations. • Developing interactive dashboards in Power BI for tracking key output, outcome, and group-level indicators, ensuring full functionality and rollout readiness. • Training and onboarding the ILO MEL Officer and implementing partners, delivering user manuals and SOPs, and ensuring at least 90% attendance and completion of training. • Providing post-implementation support for three months, including troubleshooting, refresher training, and sustainability planning.
