Dear Bidder, The International Labour Office (ILO) is seeking to engage an External Collaborator to support the development of the National Occupational Safety and Health (OSH) Strategy and Action Plan 2026–2030 for Macedonia. Below is a summary of the work to be performed: • The External Collaborators will conduct a comprehensive legal, institutional, technical and occupational health assessment of the national OSH system, building on the updated OSH Profile and existing Legal GAP Analysis, and assessing alignment with relevant Conventions of the International Labour Organization (Nos. 81, 129, 155, 161, 187) and the EU OSH acquis, including Framework Directive 89/391/EEC and related directives. • The assignment includes a structured desk review of legislation, occupational health regulations, and State Labour Inspectorate (SLI) procedures; article-by-article comparative analysis; preparation of concordance and gap matrices; stakeholder consultations with tripartite partners; and formulation of evidence-based, prioritized legislative and institutional recommendations. • The core deliverable of the consultancy will be the preparation of a comprehensive National OSH Strategy 2026–2030 and a detailed, time-bound and costed OSH Action Plan 2026–2030, including measurable objectives, implementation mechanisms, monitoring indicators, and a phased reform roadmap. • The findings and proposed strategic framework will be presented at a validation workshop with key national stakeholders prior to finalization.
