Mainstreaming Employment into Trade and Investment (METI) is a programme hosted in the EMPINVEST branch of the ILO’s Employment Policy Department, funded by the European Union (EU) and implemented by the ILO. The METI programme, now entering its second phase, aims to design and implement trade and investment policies and measures that optimise the quantity and quality of employment created in micro, small, and medium enterprises (MSMEs), in particular for women and youth. The programme is being implemented in eight Southern Mediterranean countries. Monitoring and evaluation (M&E) is the analytical review of the design and formulation of the project’s plan for monitoring and evaluating performance and impact. As part of ILO’s quality assurance process, all projects with budgets above $5 million need to undergo an Evaluability Review (ER) within the first year of the project start-up. The ER serves the dual purposes of: i) revising the quality of the project’s M&E plan and systems; and ii) building up on EVAL’s M&E appraisal recommendations on the quality of the project design.
