It is anticipated that the International Criminal Court (hereafter referred to as the ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation for the provision of Ringtail/Nuix to JWP Content Migration. In this connection, the ICC is requesting expressions of interest from qualified firms. Brief Summary of Scope of Work Purpose The purpose of this project is to migrate all in-scope content from the Ringtail (Nuix Discover) system to the new Judicial Workflow Platform (JWP). This migration will ensure that case-related documents, evidence, and records are fully transferred into JWP with no loss of structure, metadata, or access permissions. By moving content out of the legacy Ringtail platform (recently upgraded to Nuix Discover) and into JWP, the Court will consolidate its judicial records in a modern enterprise content management environment. Objective The objective is to achieve a seamless transition such that end-users can access all migrated files in JWP with the same organizational context (e.g. case folders) and security controls as in the legacy system. Ultimately, this migration supports the Court’s broader goal of integrating evidentiary content into JWP’s workflows and modules, improving efficiency and compliance with records management policies. Duration of the agreement The Court is in progress with various content management initiatives. support for the migration of business records from Ringtail (Nuix Discover) system to the new Judicial Workflow Platform (JWP) is crucial to safeguard sensitive information. The Ringtail (Nuix Discover), which currently holds a significant amount of confidential records, has become outdated and increasingly susceptible to security breaches. Additionally, this migration ensures that access controls and permission settings are streamlined and reinforced. For purposes of content migration, ICC envisages implementation in stages, depending on the system and the content type: Records from Ringtail (Nuix Discover) system to the new Judicial Workflow Platform (JWP) - Q1 2026 - Q4 2026 Although ICC expects for the content migration to be a multi-year project due to the various content types, this SOW is limited to the contents specified herein. Proposal Scope Vendors can submit proposals for either the entire scope of this project or select portions that align with their expertise, toolsets, and available resources. Proposals should specify which elements of the project are covered, including any specialized services or proprietary tools that may enhance specific stages of the migration process. Vendors should outline their relevant experience with similar large-scale data migration projects, particularly in regulated environments, and demonstrate how their proposed approach meets the ICC’s requirements. This flexible approach allows vendors to contribute where their capabilities are strongest, whether it be in data mapping, batch migration execution, change management, or user training and support.
