Terms of Reference Provision of video services for the International Labour Organization (ILO) relating to its work in the supply chains field 1. Background The International Labour Organization (ILO) is a U.N. agency, which since 1919 has brought together governments, employers and workers of 187 member States, to set labour standards, develop policies and devise programmes promoting decent work for all women and men. The ILO’s Regional Office for Asia and the Pacific (ROAP) is based in Bangkok, Thailand and supports work in 36 member countries, from Afghanistan to the Pacific Islands. Supply chains remain vital to Asia and the Pacific, accounting for 41 per cent of global merchandise trade and supporting 75 million workers, making up over a quarter of South-East Asia's employment. Supply chains offer opportunities for quality job creation, poverty reduction, and economic growth, particularly benefiting MSMEs, workers—especially those facing intersecting factors for discrimination —and local communities. Unfortunately, Asia and the Pacific continues to face persistent Decent Work challenges while absorbing emerging trends that could redefine the labour landscape in the region.   The ILO strategy on decent work in supply chains seeks to promote policy coherence around means of action to support decent work in supply chains, at the national level and among multilateral organizations, international financial institutions, and international trade actors. As part of these efforts, a high-level policy forum, Supply Chains for Social Justice: Leveraging the nexus between trade, investment, and responsible business conduct for decent work in Asia and the Pacific, will take place in Bangkok, Thailand in Q4 of 2025. At the event, a series of short videos will be played to illustrate various stories/examples that highlight the linkage between decent work and global supply chains. One of the stories to be featured at the event highlights the ACT programme in Cambodia, where brand-backed collective bargaining agreements are creating a new wage-setting model in the garment sector. By aligning global brands, trade unions, and manufacturers, ACT is helping establish a sustainable industrial relations framework for supply chains. ILO therefore wishes to engage a service provider to provide video services as follows: 2. Assignment The main purpose of the assignment is to capture video material that can be edited into a short (2-3 minute) product that explains the collective bargaining agreement and its impact on the sector and the workers. The service provider will capture the video material in and on location in Cambodia but will not be responsible for production of the final product. This will be produced by a third party (which will be responsible for editing stories from a number of countries in a consistent manner.) The service provider will: •Carry out video interviews based on questions provided by the ILO with the following: -Federation’s representative (main interview) -Local union and/or worker’s voice (quotes) •Provide a time-coded transcription of the interviews in English and Khmer as a Word document. •Provide up to 15 minutes of b-roll footage (action footage) with visuals taken in garment factories that will help to illustrate what is discussed in the interview •Provide a time-coded shot list of the b-roll in Khmer and English. 3. Responsibilities of service provider •Hold a briefing with ILO and other partners as necessary on the scope of work •Travel to the designated factories to collect video footage. •Carry out video interviews with the president of C. CAWDU and provide transcripts. •Provide all materials to ILO by we transfer or similar file sharing platform. 4. Responsibilities of ILO •To provide a full briefing for the vendor •To organise interviews with Federation’s representative (main interview) and local union or worker’s voice (quotes)To organise authorised access to garment factories for filming purposes. •To provide liaison and support while carrying out video work 5. Deliverables •Full video interviews •English and Khmer transcripts of interviews •Up to 15 minutes B-roll with shot list •Footage or photographs to illustrate the story •All deliverables will be delivered in 4K optimized for social media and display during events 6. Reporting The work will be carried out under the direct supervision of Mr. Daramongkol Keo, ILO-BFC’s communication officer 7. Timeline The aforementioned work should be carried out by 20 June 2025. 8. Special terms and conditions The vendor assigns exclusively to the International Labour Organization all rights of reproduction, representation and adaptation on all of the video material taken under this contract and refrains from distributing them without the express written permission of ILO. 9. Subject consent Each person filmed individually, if he or she is clearly identifiable must give his/her agreement by signing a letter of consent or by agreeing likewise on film. An authorization model is provided in the annex to this contract. 10. Profile of the vendor The vendor should have at least the following qualifications: •At least two years’ demonstrable experience carrying out similar video work •Capable of working with minimum supervision •Access to all necessary equipment (laptop or computer, photographic equipment etc.) 11. Submission of quotation Interested parties should submit the following: -Company profile -Evidence of similar work done, including links to digital products, and experience to undertake the assignment -Proposed fees in USD for each of the workdays required to perform the assignment; other logistical expenditures, if applicable, must be included in the budget breakdown.
