Dear Bidder, The International Labour Office (ILO) is seeking an individual to undertake an assignment as an External Collaborator to support analytical work related to labour market data and employment policy. The assignment covers several interrelated analytical components across the Western Balkans and Eastern Partnership countries. First, the External Collaborator will analyse project monitoring data from the ILO’s digital system under the EU4Employment project, producing a structured report on end-beneficiary profiles and employment outcomes, disaggregated by variables agreed with the project team. Second, the External Collaborator will contribute to the development of a Decent Work profile for Bosnia and Herzegovina by analysing labour market trends and indicators in line with ILO methodology. Third, using Labour Force Survey (LFS) microdata, the External Collaborator will develop harmonised NEET mapping analyses for Bosnia and Herzegovina, Kosovo, and Albania, ensuring cross-country comparability. This will be complemented by econometric analysis, including pooled probit regression, to identify statistically significant risk factors associated with NEET status and translate findings into policy-relevant risk profiles. In addition, the External Collaborator will provide analytical inputs to the development of a labour market study for Georgia under the Global Accelerator framework.
