Dear Bidder, The International Labour Organisation (ILO) invites qualified service providers to submit proposals for conducting an Assessment of Policy Gaps, and Public and Private Financing of Cambodia’s Child-, Elderly-, and Disability-Care Systems. This assignment supports Cambodia’s commitment to the Global Accelerator on Jobs and Social Protection for Just Transitions and aims to strengthen the care economy through evidence-based policy recommendations and investment strategies. Scope of Work The selected service provider will: Conduct a comprehensive policy gap analysis across social protection, employment, skills development, industrial development, and fiscal policies. Assess public and private financing mechanisms for care services, including childcare, elderly care, and disability care. Review existing care-related policy packages of the Ministry of Labour and Vocational Training (MLVT). Develop scalable investment recommendations for expanding childcare services, particularly in and beyond the garment sector. Expected Deliverables Inception report and workplan Policy gap analysis Care financing assessment (public and private) Review of MLVT’s care-related policy packages Investment recommendation framework Presentation of findings at an ILO-organized workshop Eligibility and Proposal Requirements Interested service providers must submit: A technical proposal demonstrating relevant experience, team qualifications (CVs), and a detailed methodological framework.
