WFP uses various ways to deliver cash assistance, including giving physical cash directly (in envelope or over the counter), value vouchers, prepaid cards or mobile money. The delivery of cash, however, can be delayed and hampered by the lack of timely availability of payment instruments. To be ready for emergencies and deliver cash assistance to vulnerable people quickly, WFP aims to have a supply of agile payment instruments (special prepaid/rechargeable cards) that can be pre-issued and remain inactive until instructed by WFP. The purpose of this RFI is thus to identify globally capable providers of emergency-ready prepaid card solutions that can be rapidly deployed in crisis settings (less than 72 hours). WFP seeks information from vendors who can legally issue prepaid cards to residents across multiple countries, ensure operational continuity in emergencies, and comply with diverse regulatory environments, including regions with strict licensing, FX controls, and AML/KYC requirements such as the Middle East.
