Development of the Operational Plan for the Implementation of the DRS

UNDP seeks to engage the services of a Contractor that shall develop the Enterprise Architecture and Operational Plan that concretely outlines how the DRS’ outcomes on Governance, People, and Technology and their corresponding strategies and workstreams at the National and LGU levels will be implemented. For the Governance aspect, the Operational Plan must include the following: 1.     Legal bases, providing background information on the DRS, detailing existing systems, and defining terms 2.     Outline of relevant agencies mandates, duties, and responsibilities for operationalizing the DRS 3.     Organizational map showing relationships and interactions among the involved organizations 4.     NDRRMC value stream map 5.     NDRRMC-wide multi-agency process catalog that includes inputs, outputs, roles, responsibilities, and entry and exit conditions 6.     Process models 7.     Gap analysis and a corresponding migration plan   For the People aspect, the following must be included in the High-level Operational Plan: 1.     An NDRRMC capability matrix, mapping needed capabilities to involved organizations 2.     Gap analysis and a corresponding migration plan   For the Technology aspect, the following must be included in the High-level Operational Plan: 1.     NDRRMC data catalog 2.     Applicable data models, which must include models for structure and movement of data 3.     Application architecture 4.     Updated GeoRiskPH solution architecture and functional specifications, reflecting any new requirements uncovered 5.     Solution architecture of any new applications needed 6.     Gap analysis and a corresponding migration plan   Specifically, the Contractor is expected to facilitate and perform the following activities in developing the Operational Plan: 1.     Conduct of Inception meeting with relevant stakeholders involved in the Data Governance Study and Digital Readiness Strategy. 2.     Conduct a comprehensive desk review of the Data Governance Study, Digital Readiness Strategy, and other relevant studies and references in the development of the Enterprise Architecture and Operational Plan. 3.     Prepare an Inception Report which shall include the following: a.     Introduction containing the background of the study, project objectives, key activities, and expected results b.     Analytical and methodological framework, including assessment/data-gathering tools, methods/approaches, and models appropriate to the work context c.     Detailed workplan and schedule of activities and key milestones, with target accomplishments for the draft releases d.     Progress reporting method e.     Stakeholder approach in project implementation, which includes the list of relevant stakeholders (e.g., national and local government institutions, civil society organizations, academia, private sector), their specific roles, and how they will be engaged in each stage of the project f.       Potential risks and challenges in implementing the program activities, likelihood, impact, and mitigating measures 4.     Conduct orientation and two (2) workshops on the Data Governance Study – Digital Readiness Strategy (DGS-DRS) with the (1) NDRRMC Member-agencies and (1) Local Government Units (LGUs) in Metro Manila. 5.     Conduct two (2) focus group discussions, key informant interviews, documentary reviews, research, and consultation meetings with concerned (1) OCD Services and Offices and relevant (1) NDRRMC member agencies to solicit additional inputs and recommendations for the development of the Operational Plan. 6.     Submit and present a first High-level Enterprise Architecture Digital Readiness Strategy – Operational Plan and present to the Office of Civil Defense (OCD) and the Prevention and Mitigation Pillar Technical Working Group (TWG) in one (1) workshop and revise the document based on their inputs and comments. 7.     Facilitate two (2) workshops, write shops, vetting sessions, validation reviews, and clean-up sessions with OCD, P&M TWG, and other relevant stakeholders in line with the development of the full Enterprise Architecture and DRS – Operational Plan.[MA1] [MA2]  8.     Submit monthly work-in-progress releases to communicate progress and actively gather regular feedback on the work in progress. 9.     Present the final draft of the DRS – Operational Plan to OCD, P&M TWG, and other relevant stakeholders to solicit additional comments and seek endorsement for approval and adoption. 10.  Provide bi-weekly reports and participate in bi-weekly check-in meetings unless advised otherwise by the OCD. 11.  Submit all deliverables and conduct activities that are necessary within the agreed timeline and pertinent to the Terms and Reference. The Contractor is expected to work with the OCD, P&M Pillar DRS-OP TWG, SHIELD SSU, UNDP Climate Action Programme Team, UNDP Pintig Lab, and other relevant stakeholders.
