Dear Bidder, The ILO is seeking an External Collaborator to develop a concise guidance note (5–10 pages) on forced labour in the extraction of critical minerals. Through desk review and expert interviews, the Collaborator will synthesize evidence on the forms of forced labour in the sector (state-imposed forced labour, debt bondage, ASM, and CAHRA contexts), identify key risk factors, and apply the ILO's 11 forced labour indicators to the sector. The note will set out relevant international standards and definitions, the complementary roles of governments and business, and emerging good practices. Two deliverables are expected: a draft (30 October 2026) and a final note incorporating ILO feedback (20 November 2026), for a total of 10 working days.
