The Office of the United Nations High Commissioner for Refugees (UNHCR) Rwanda invites capable and qualified companies/firms, duly registered, to submit a proposal for the provision of Three Grid-Connected Solar Photovoltaic (PV) Hybrid Systems for Health Facilities in Mahama, Nyabiheke and Mugombwa Refugee Camps in Rwanda. UNHCR intends to award a contract for the Engineering, Procurement, Construction, Delivery, Installation, Testing, and Commissioning, and Training (EPC) of the PV Hybrid System and related 2-year Operations and Maintenance (O&M) contract, hereafter referred to as “Contract(s)”. Partial offers will not be accepted; thus, the offerer needs to quote for the full scope of works as per Annex A (TOR) and the provided annexes. The successful Bidder will be requested to maintain their quoted price for the duration of the contract.   Please note that any quantities presented in this document, including annexes, have been stated to enable bidders to have an indication of the projected requirements. It does not represent a commitment that UNHCR will purchase a minimum quantity of goods/services. Quantities may vary and will depend on the actual requirements and availability of funds regulated by the issuance of individual Purchase Orders against the Contract.   It is strongly recommended that this Request for Proposal (RFP) Document and its annexes be read thoroughly. Failure to observe the procedures laid out therein may result in disqualification from the evaluation process.
