UNICEF Thailand is seeking a qualified institution to develop the application Programming Interface (API) and integrate a Multi-Factor Authentication (MFA) to enhance the capacity of the MSO Logbook. Background Social Protection in Thailand has been a core component of the national development strategies and vision, and the Government has been investing in multiple social protection schemes over the past decades. However, the overall social protection system in the country remains fragmented- a reality that has limited the efficiency, responsiveness, and impact of multiple social protection investments in the country. Fragmentation exists at the policy, programme and administrative levels. One of the key challenges in fragmentation at programme and administrative levels is the absence of a fully-functioning single registry and an integrated management information system. To meet the overall objective and meet user needs, the system requires an enhancement on the integration of the systems including other systems within MSDHS such as, Persons with disabilities database, Child Support Grant management information system, Por Mor Smart system (MSDHS cash grant payment system), Other systems outside of the MSDHS such as Thai People Map and Analytics Platform (TPMAP) under the Office of the National Economic and Social Development Council (NESDC) and, Civil registration information system under Ministry of Interior. In terms of the data security component, according to Thailand’s Cyber Security Act B.E.2562 (2019) and Personal Data Protection Act B.E.2562 (2019), MSO Logbook is obliged to ensure that the personal data of people are secured. UNICEF’s Thailand Country Programme (2022 - 2026) aims to address the fragmentation of the social protection system at the policy, programme and administrative levels. In terms of the administrative level, there are limitations due to the absence of a fully functioning single registry and an integrated management information system, leading to limited efficiency, responsiveness, and impact of multiple social protection investments in the country. Included within the framework of the joint Programme of Cooperation between UNICEF and MSDHS (2022-2023 extended to March 2025), also it has been agreed to commission a company to develop the Application Programming Interface (API) and Multi-Factor Authentication (MFA) to enhance the operation and security functions of MSO Logbook, in order to help achieve its goal to promote well-being of the children and families in the country. Objectives, Purpose & Expected results The main objectives of this assignment are to: 1) Enhance the MSO Logbook by developing the Application Programming Interface (API) with other selected data platform/systems while applying proper security practices. The development of API will need to improve the case management module in the MSO Logbook by creating the referral system between the MSO Logbook and selected data platform/systems. 2) Develop and integrate a Multi-Factor Authentication system for MSO Logbook under the MSDHS while ensuring secured integration with essential security practices. 3) Provide a user manual for the API and MFA. 4) Organize technical training for end users and admin depending on user and role access levels. 5) Provide technical and maintenance support, including version upgrades as deemed suitable within the specified warranty period. This entails configurations and customizations applied in implementing the specific local requirements. Location and Duration: The assignment is expected to be completed within 16 months after the signing of the contract. (tentatively from April 2025 to July 2026). A detailed workplan will be agreed with the awarded contractor. The contractor will work primarily in Bangkok and in close collaboration with UNICEF which is based in Bangkok. Regular virtual or in-person meetings are expected. The assignment will be completed at the contractor’s premises. The contractor will be responsible for acquiring resources and facilities required for its completion, including any travel arrangements. In-country travel is required.
