Long-Term Agreement for 2 years, renewable for another 2 years, subject to satisfactory performance and availability of funds, with a successful bidder to carry out the overall project management and coordination of the multi-year cooperative agreement between US Centres for Disease Control and UNAIDS. The provider shall be a public institution, company, individual or NGO operating in the field of project management, with proven expertise in coordination and development of multi-disciplinary projects conducted among multiple providers. The purpose of this consultancy is to manage the administration of the CDC cooperative agreement ensuring smooth implementation of the budget and managing required reporting for countries and headquarters. The following activities are required under this contract: • Support countries to develop proposals for funding • Compile and review proposals and budgets into a coherent agency-wide draft proposal • Submit proposal through the US Government online systems • Manage and distribute the CDC technical reviews to countries and ensure issues raised on proposals and budgets are addressed in responses • Submit the final proposal and budget to CDC • Develop expenditure analysis review for each country according to CDC template • Review progress against reporting (EPMP) templates for each country and ensure they are completed • Ensure the timely submission of federal financial reports from finance section • Monthly review of expenditures and encumbrances in ERP with countries • Set up and coordinate semi-annual conference calls between HQ and country teams, etc. For details on the activities and expected outcomes please refer to the attached RFP document.
