The second-generation NAP priorities are based on the ILO’s strategic objectives: adherence to fundamental principles and rights at work, provision of social protection and social security, the promotion of social dialogue and tripartism and the promotion of employment. These pillars aid in defining the priorities and targets within the national development frameworks and aim to address decent work deficits. The second-generation NAP needs to be aligned with the Sustainable Development Goals (SDGs), the United Nations Sustainable Development Framework (UNSDCF), the National Development Plan, and other relevant National Plans or Strategies. As well as with the ILO CL Framework for Action on Child Labour (2023-2025), the Durban Call to Action on the Elimination of Child Labour (2022), SADC Code of Conduct on child labour on Accelerating Action to Eradicate Child Labour in SADC, the AU Ten Year Action Plan on the Eradication of Child Labour, Forced Labour, Human Trafficking and Modern Slavery as well as the United Nations Sustainable Development Cooperation Frameworks and other national, regional, and global development frameworks. The second-generation NAP should also include a robust gender analysis and support the inclusion of marginalized and vulnerable groups in national efforts against child labour. The second-generation NAP should also integrate child labour concerns into broader social and economic development agendas, including social protection policies and systems, and skills development policies and programs to address the root causes of child labour effectively. Of particular importance is the integration of considerations regarding safe and healthy working environments for the elimination of child labour, particularly among children aged 14-17 engaged in hazardous work. Finally, the second-generation NAP should also be aligned with and support the implementation of the national OSH strategy.
