Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: Develop a roadmap/ framework for a comprehensive system for ensuring adherence to social security and labour market regulations and to detect non-compliance through systematic inspections as a coordinated approach with relevant stakeholders. The work aims to: identify key foundations and pillars for a strong and comprehensive compliance and inspection system, assess the current inspection and compliance system (including existing practices) followed by mainly at the SSC and its coordination with relevant stakeholders, identify strengths, weaknesses, and capacity gaps in inspection methodologies, tools, data integration, and enforcement mechanisms, review legal and regulatory frameworks governing compliance and inspection, provide recommendations to enhance inspection efficiency, inter-agency cooperation, and use of digital tools, and propose a roadmap and technical support package to build the institutional capacity of SSC and stakeholders within the broader compliance system and develop an action plan that identify roles and responsibilities of each stakeholder with short, medium, and long-term actions.
