Background The ILO PERKESO project started on 1 July 2020 and will finish on 30 September 2025. Under the project, and working together with the PERKESO actuarial team, the ILO carried out the 11th actuarial valuation of the ESSS (Act 4) and the 1st actuarial valuation of the SESSS (Act 789) scheme as well as other analytical work including impact of reforms to existing schemes, new scheme analysis and an assessment of a new pension scheme. In addition, three reports related to investment management issues were produced and a range of capacity building and training activities were undertaken. This included the delivery of the actuarial valuation model and related support, documents supporting the development of the actuarial development and over 10 training sessions on different issues. Further input into extension of coverage of PERKESO schemes including workshops and reports were delivered. The Project has delivered significant positive impacts and has been an example of where an innovative partnership can enhance capacity and skills within a social security institution and strengthen social security in Malaysia.   Objective The objective of the assignment is to produce a series of communication / public awareness videos for the ILO/PERKESO Project with a view to illustrate the Project legacy and ultimately raising awareness on social security in Malaysia and the role of PERKESO in its provision. The contractor will develop the scripts, film, and edit three videos which include the following specifications: - The videos will be filmed in Kuala Lumpur and its vicinity (e.g., Putrajaya) - Video script must be sent 7 days before filming for review and comment - The three videos will be developed in a short and long version: the maximum video length of the short video will be 2 minutes; the maximum video length of the long video will be 3 minutes 30 seconds. Please note that the long video version will be developed first; the ILO will then recommend cuts to bring the total length to a maximum of 2 minutes for each of the three videos. - Each video will use suitable background music for which the copyright has been secured or is copyright free - Subtitles in English and Bahasa - Include the display of ILO and PERKESO logos in the videos - The videos should be provided in Compressed and ProRes formats   Activities and deliverables The consultant will work with the ILO and PERKESO to undertake the work required to produce the following deliverables in English and Bahasa language (unless where otherwise stated): Output 1. Pre-production 1.1 Discussion with the ILO/PERKESO Project team and develop the video production brief detailing activities to be undertaken for the video production which include, but are not limited to, the scope of each video, key messages, production requirements and timeline. Deliverable: A production brief in English   1.2 Design and develop, together with the Project team, the narrative of 3 videos (maximum 3 minutes 30 seconds ) in English. Each video should have the following titles / messages: 1.2.1 How PERKESO has increased coverage through excellence in management, administration. communication; 1.2.2 What the ILO / PERKESO project has achieved (e.g. actuarial valuations and their importance for members/beneficiaries, building up skills in PERKESO etc): 1.2.3 PERKESO policy achievements and initiatives Deliverable: English Narrative and scripts for the videos on the three themes set out in 1.2.1, 1.2.2 and 1.2.3 above.   Output 2. Production 2.1 Carry out all necessary processes for filming the 3 videos Deliverable: Footage of 3 videos in English / Bahasa 1. How PERKESO has increased coverage through excellence in management, administration. communication. 2. What the ILO / PERKESO project has achieved (e.g. actuarial valuations and their importance for members/beneficiaries, building up skills in PERKESO etc): 3. PERKESO policy achievements and initiatives   Output 3. Post-production 3.1 Edit 3.2 Insert subtitles in English / Bahasa 3.3 Code the videos 3.4 Sound mixing with ADR, in case necessary 3.5 Colour grading Deliverables: a total of 12 finished videos as follows - 3 long version videos with English and Bahasa subtitles respectively (a total of 6 videos) on the themes set out above - 3 short version videos with English and Bahasa subtitles respectively (a total of 6 videos) on the themes set out above The videos will include background music, and the logo of the ILO and PERKESO   Branding and Copyright All design work must be carried out in strict compliance with ILO’s brand guidelines. ILO’s brand guidelines provide comprehensive information about all aspects of the design of materials produced for the ILO. It is important that the contractor closely consults these guidelines before developing any designs. The colour scheme for all design work for the event and promotional materials must follow ILO’s colour palette. The consultant must ensure that, each person filmed individually, if he/she is clearly identifiable must give his/her agreement by signing a letter of consent. A consent form (English) can be downloaded from the document links. Furthermore, full copyright of all materials and the final design remains with the ILO.   Timeframe The assignment period is 15 May 2025 to 31 July 2025. The contractor will work closely with the ILO Chief Technical Advisor, Management, and staff from PERKESO, Malaysia to share the progress of activities under this contract and to ensure that the work is performed satisfactorily.   Terms of payment The payments will be made upon completion of each deliverable to the satisfaction of the ILO, and submission of an invoice describing the work completed and amount due.   Qualifications The contractor is expected to fulfil the following criteria: - Have at least two years’ demonstrable experience carrying out similar video work. - Ability to work and communicate in English and Bahasa - Excellent written and oral skills in English and Bahasa - Knowledge of social marketing and social security in Malaysia is an asset   Proposal Interested candidates are required to propose an individual or team of contractors with relevant experience in the activities specified above. The proposal should include a technical proposal (maximum 3 pages, CVs of the team members and examples of previous work if applicable) and a financial proposal.
