The United Nations Office at Nairobi (UNON), on behalf of the United Nations Human Settlements Programme (UN-Habitat) Afghanistan, invites qualified, experienced, and reputable construction firms to submit Expressions of Interest (EOI) for participation in an upcoming tender for the Rehabilitation and Retrofitting of a Public Health Facility in Kabutar Khan Village, Zinda Jan District, Herat Province, Afghanistan. Project Background: Herat Province in western Afghanistan was severely affected by a series of powerful earthquakes in October 2023, impacting nine districts and directly affecting approximately 275,256 people. The earthquakes caused widespread destruction of critical civilian infrastructure, including homes, health facilities, schools, and water networks, leaving thousands of vulnerable families in urgent need of assistance. In 2024, UN-Habitat marked a milestone in recovery efforts through the successful completion of pilot activities focused on rebuilding and retrofitting community infrastructure in earthquake-affected areas. These interventions adopted the Build Back Better (BBB) approach, which aims not only to restore infrastructure but also to enhance resilience to future disasters. As part of this programme, UN-Habitat plans to rehabilitate and retrofit a public health facility in Kabutar Khan Village of Zinda Jan District, incorporating the BBB approach through strong community participation. Project Location and Context Kabutar Khan Village is a rural settlement in Zinda Jan District of Herat Province, with an estimated population of 2,800 people. It serves as a key service hub for surrounding villages and attracts neighboring communities that rely on it for access to healthcare services. The village is located within the Hari River valley, where agriculture and livestock farming are the primary livelihoods. The existing health center serves approximately 5,400 people from ten surrounding communities. Currently, health services are provided from a locally rented mud house that is not suitable for proper health service delivery. Through the BBB initiative, the facility will be upgraded to a standard Basic Health Center (BHC) to improve the quality, accessibility, reliability, and resilience of healthcare services for Kabutar Khan and nearby communities. Project Objective and Scope: The primary objective of this project is the construction of a fully compliant Basic Health Center (BHC) in Kabutar Khan Village, Zinda Jan District, Herat Province. The intervention will be implemented in close coordination with the community and relevant national and local stakeholders and will follow gender-responsive and disaster-risk-sensitive planning principles. The scope of work includes preparation, excavation, and construction of the BHC clinic and associated infrastructure, including a public toilet, septic tank, water well, incinerator, access path, and boundary wall. The detailed works include but is not limited to: • Clearing and excavation works for the BHC and related components as per construction drawings • Construction of stone masonry foundation walls, toilet, and boundary wall to the required standards • Construction of the RCC BHC building and public toilet in accordance with approved drawings • Preparation and boring of a water well with all necessary accessories as per specifications • Construction of a brick boundary wall, including plastering and installation of a main gate • Construction of an incinerator as per design drawings • Construction of a septic tank as required The selected contractor shall provide all associated resources, including labor, materials, tools, equipment, testing, supervision, and any other IMPORTANT: Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation when issued. UNON will examine the outcome of this request for REOI and will consider those companies that have expressed their interest. UNON reserves the right to change or cancel the requirement at any time during the REOI and/or solicitation process. Thus, submitting a reply to this Request for EOI does not automatically gurantee your company will be considered for receipt of the solicitation when issued. Specific Requirements/Information Interested vendors must posses the necessary technical expertise and capacity to provide the required services, as only suitably qualified vendors will be invited to participate. Vendors expressing interest must be registered with the United Nations Global Marketplace (UNGM) at minimum of Basic Registration Level. Vendors not registered in UNGM will not be eligible to paricipate in the tender exercise at a later stage. An expression of Interest does not guarantee paricipation in the request for proposal as only suitably qualified vendors will be invited to pariticpate
