UNDP Bhutan is seeking the proposal from the qualified and eligible national (Bhutanese) consultants for preparation of the Voluntary National Review (VNR) Report on Sustainable Development Goals (SDGs). The scope of the report includes the following: ●        SDGs and Bhutanese Development Context: Highlight commonalities between SDGs and Bhutan’s development priorities. ●        Policy and Enabling Environment: Analyze the policy framework and institutional arrangements supporting SDG implementation. ●        Integration of SDGs in the National Development Plan: Assess the extent to which SDGs align with Bhutans national development plans (particularly 13th Five year, NDC 3.0 with focus on Climate Change Mitigation and Adaptation) ●        Tracking Progress: Review the status, issues, and challenges in monitoring and reporting since the first and second VNRs for all the SDGs. ●        In-depth Thematic Analysis: In-depth thematic focus on progress and challenges for selected SDGs with analytical rigor. ●        Implementation: Opportunities and Challenges: Evaluate the means of implementation, including resources, partnerships, and institutional capacities. ●        Recommendations for the Way Forward: Provide actionable recommendations and leverage points (enablers, innovation, trade-offs and financing) to accelerate SDG implementation.Please indicate whether you intend to submit a bid by creating a draft response without submitting directly in the system.
