UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for the generation of evidence and knowledge products on women’s participation in the public sector in Viet Nam. Viet Nam has demonstrated a strong commitment to promoting women’s participation in the public sector, reflected in its legislative and policy framework. The National Strategy on Gender Equality 2021–2030 sets ambitious targets, aiming that 75% of state agencies and local governments should have women in key leadership positions by 2030. Resolution No. 26-NQ/TW (2018) of the Communist Party of Viet Nam further establishes a target of at least 35 percent women’s representation in the National Assembly and People’s Councils by 2030. These commitments are reinforced by the 2025 Law on the Election of Deputies to the National Assembly and People’s Councils, which mandates that women constitute at least 35 per cent of total candidates.UNDP seeks to engage a national institution with strong technical expertise and coordination capacity to deliver an integrated package of support across two interrelated workstreams: (i) development and dissemination of knowledge products, and (ii) data collection and the establishment of a dedicated dashboard. Together, these workstreams will generate and disseminate evidence to inform gender equality efforts and to track progress on women’s participation in the public sector throughout the 2026–2031 term, with a particular focus on the 2026 elections.Overall Objective: The overall objective of this assignment is to strengthen the availability and effective use of evidence and data to inform policy discussions on women’s participation in elected bodies. Specific Objectives:· · To provide a comprehensive analysis of impacts of administrative reforms on women’s participation in the public sector, including elected bodies, and disseminate the findings to relevant stakeholders · To assess public opinions about women’s leadership and women’s candidates in the 2026 elections, and disseminate the findings to relevant stakeholders · To identify key enabling factors and barriers affecting women candidates in the 2026 elections, and to propose evidence-based interventions to better support women candidates in the future · To collect database on women’s participation in elected bodies in the 2026 elections across 34 provinces · To develop and maintain a dedicated dashboard to track progress on women’s participation in elected bodies When preparing your offer, please be guided by the RFP Instructions and Data.
