[email protected] Objective of the consultancy: To identify a suitable provider with relevant experience to conduct the assessment of Unitaid’s cervical cancer portfolio from 2019 to 2025, focusing on partner-implemented activities across target countries aimed at advancing secondary prevention through screening and treatment of precancerous lesions. The selected firm will assess the catalytic impact of Unitaid’s investments in establishing and strengthening cervical cancer secondary prevention programs and to synthesize key learnings to inform more impactful, scalable, and sustainable approaches in future investments in alignment with the elimination agenda. Qualification of Firm and Consultants: Bidders shall propose a multi-disciplinary team of 3-6 experienced evaluators. The team should collectively demonstrate expertise in global health evaluation, community centered evaluation approaches, realist evaluation approaches, reproductive and women’s health, and implementation research, with strong analytical and facilitation skills to synthesize evidence and generate actionable learning for Unitaid and partners. • The Team Leader should have at least ten (10) years of experience leading complex, multi-country evaluations in the field of global health, with a strong understanding of access and equity challenges in LMICs. • Core team members should each have a minimum of five (5) years of relevant experience in their technical areas. Essential Qualifications and Experience 1) Proven experience conducting multi-country and multi-partner evaluations in global health, and women’s health, ideally with a focus on innovation, market shaping, and catalytic investments. 2) Strong grounding in evaluation methodologies, including mixed-methods, realist and participatory approaches. 3) Demonstrated experience in case study development and learning-oriented evaluations, particularly those emphasizing policy influence, scalability, and sustainability. 4) Demonstrated familiarity with WHO’s Global Strategy for the Elimination of Cervical Cancer and the Cervical Cancer space. 5) Proven ability to facilitate participatory processes and integrate community and user perspectives into evaluations. 6) Experience working in resource-limited settings, preferably in Sub-Saharan Africa, Latin America, or Asia. 7) Access to local expertise or team members in selected case study countries. 8) Appropriate representation and commitment to diversity, ensuring balance across gender, professional backgrounds, skills, and geographic experience. 9) Excellent communication skills in written and spoken English; all final deliverables must be submitted in English. 10) Country consultants should possess knowledge of relevant local languages (i.e. Burkina Faso -Mooré and French, Kenya-Swahili, Malawi- Chichewa and Phillipines- Filipino, in the case study countries (CVs of the proposed local consultants must be submitted as part of the technical proposal, along with the CVs of the core team). 11) At least one team member with expertise in cervical cancer prevention and control and sexual and reproductive health or HIV. 12) Knowledge of health market dynamics, financing models, and scaling mechanisms relevant to Unitaid’s investments. 13) Experience designing or evaluating the implementation of research components.
