Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: A. Mid-Term Evaluation (May 2024 – April 2026) Conduct an internal mid-term evaluation of the project to assess progress against intended results, ensure accountability to the donor and stakeholders, and generate lessons learned to inform adaptive management and future ILO interventions in Jordan. The evaluation will follow UNEG norms and standards, OECD DAC criteria, and ILO evaluation guidelines. Specific evaluation questions will be refined during the inception phase in consultation with the selected consultant. ________________________________________ B. Validation of Institutional Support (2018 – 2026) Conduct a validation exercise to review and take stock of the institutional support provided by the ILO to the Ministry of Labour under the EU-funded Rules of Origin (RoO) collaboration across its phases. This exercise is framed as a joint institutional learning process aimed at documenting achievements, identifying good practices and lessons learned, and supporting sustainability and future direction under MoL leadership. It will also help inform future interventions, strengthen national ownership, and maximize the impact of past investments in institutional capacity.
