Under the Digital Convergence Initiative and in partnership with the ISSA, the ILO seeks a technical expert to conduct a study on how data exchange and interoperability can improve social protection delivery across the life course. The study will identify key life events, associated needs and risks and map citizen pain points in accessing social protection and related services (e.g. health, education, employment, civil registration). It will assess current systems in selected countries, explore how they interconnect and propose ways to streamline administrative processes. The consultant will lead the development of a publication based on this analysis, showcasing how countries have used data sharing and interoperability to deliver timely, coordinated and inclusive services. Drawing on real-world cases, the study will highlight key enablers—such as political commitment, legal frameworks and governance arrangements—while addressing risks such as data privacy and digital exclusion. It will also explore how digital systems can support seamless, people-centred service delivery throughout life transitions.
