WHO is seeking for a qualified, eligible and competent proposer for the  WHO Special Initiative for Mental Health in Cambodia Monitoring and Evaluation and Baseline Report development. Background: In 2019, the WHO established the WHO Special Initiative for Mentla Health (SIMH); an ambitious plan to support select countries to include mental health in UHC, to support access to quality and affordable care for mental health conditions, reaching 100 million more people.  Mental health continues to be a priority in WHO’s Fourteenth General Programme of Work (GPW14), which commits to expanding access to quality, rights-based mental health services and explicitly integrates mental health across its strategic objectives on universal health coverage, non-communicable diseases, and emergency preparedness. In 2025, Cambodia became the tenth SIMH country in the world. This contract is intended to support the WHO Cambodia Country Office to establish their own system for M&E for the life of the WHO Special Initaitive for Mental Health work (based on country-specific log frames); participate in online forums and work with academic partners (or consultants) from other WHO Special Initaitive for Mental Health countries to agree (with WHO Regional and HQ inputs) on a common cross-country methodology for measuring access and treatment coverage; and prepare a definitive M&E baseline report to be used for future reference and M&E activities. Mandatory: Proven experience in the field of public health, mental health, monitoring/evaluation; and/or epidemiology. Previous work with WHO, other international organizations and/or major institutions in the field of mental health.
