The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Customization, Hosting, Maintenance and Technical Support of an Open-source Learning Management System (LMS) for Capacity Building of IFAD’s Project Management Units. The objective of this bidding is the procurement of services that includes the customization, hosting, technical support and maintenance, training of content managers, and user technical support for an LMS platform. The service provider is expected to propose services for an open source LMS that could meet the IFAD’s requirements. The service entails the customization of a scalable and secure open access LMS to host MOOCs and other learning modes; hosting of data, maintenance of the platform, training of content managers, and technical support. The technical LMS infrastructure will be provided and maintained, updated and supported by the service provider, including a helpdesk for technical issues and user issues in English and French (and additional technical support in Spanish and Arabic, if possible). The content on the platform will be managed by IFAD staff (in the Office of Development Effectiveness, ODE) who will be trained by the service provider in user and content management.
