RFP-2024-49 Implementing Partner Organization for the Indo-Pacific HIV Partnership (Papua New Guinea). The purpose of this RFP is to identify a qualified implementing partner organization to lead the HIV program delivery under the Indo-Pacific HIV Partnership in PNG from January 2025 to June 2028. In addition to the National AIDS Council Secretariat (NACS), the National Department of Health, Provincial Health Authorities (PHAs) and major technical partners, the selected organization will also work in partnership with the PNG Key Population Advocacy Consortium (KPAC) to: I. Deliver innovative, gender-responsive, and differentiated HIV prevention and treatment services to key populations in EHP and NCD. II. Build the capacity of KPAC to lead community-driven HIV services (including condom awareness and distribution, awareness and referral for PrEP, community-based HIV screening, etc.) and policy advocacy. III. Provide technical assistance for scaling up community-based HIV testing, including self-testing, and expanding access to Pre-exposure Prophylaxis (PrEP). The bidder should be a public institution, company or NGO (including INGO) operating in the field of public health, with the expertise and capacity to ● Implement key population-focused HIV programs. ● Work with marginalized populations such as men of diverse sexuality including MSM, transgender and gender-diverse people, sex workers, young key populations and other priority groups. ● Provide high-quality technical assistance to government partners (at national and subnational levels) on HIV prevention, testing and treatment services ● Support and build the capacity of community-based organizations (CBOs). Timeline: It is anticipated that the project will be conducted between 1st January 2025 and 30th June 2028.
