The international consultant is required to carry out following activities. • Review the provisions of ILO Convention No. 181 and relevant ILO Recommendations and guidelines on private employment agencies and fair recruitment. • Organizing consultative meetings with the ILO constituents and stakeholders; representatives from government, employers’ and workers’ organizations, and civil society to validate desk review findings and document practical challenges, good practices, and opportunities for reform. • Conduct a provision-by-provision comparison of ILO Convention No. 181 with Pakistan’s legal and regulatory framework. Identify legal, regulatory, and institutional gaps, inconsistencies, and areas of partial or non-compliance and assess institutional capacities related to licensing, monitoring, enforcement, and complaints and grievance mechanisms. • Develop clear, practical, and prioritized recommendations for legal and regulatory reforms required for ratification of ILO Convention No. 181. institutional and administrative measures to support effective implementation and areas requiring further research or additional policy deliberation • Develop advocacy-oriented messages and inputs to support the national ratification campaign
