In your response, please submit a completed Annex A and B. ---- The United Nations International Computing Center (UNICC) invites vendors to submit an Expression of Interest (EOI) for the provision of eSignature Solutions. UNICC seeks to engage a vendor capable of delivering eSignature services to multiple United Nations Agencies through a centrally managed multi-tenant architecture. At present, UNICC supports approximately 28 Agencies with eSignature services, of which 10 also utilize Qualified Electronic Signature (QES) envelopes. All signature processes must comply with the United States ESIGN Act and the European Union’s eIDAS regulation, including support for both Advanced and Qualified Electronic Signatures. Vendors are expected to demonstrate capabilities in the following areas: • Multi-Tenant Organization Management: A centralized administrative environment enabling the management of individual tenants for each participating organization. The solution must support at least 28 separate tenants, each operating in isolation with no data sharing across tenants. These tenants must report to a central management layer. The architecture must be scalable to accommodate additional tenants in the future. Tenant-level administrative control is required. • Single Sign-On (SSO) Integration: Each tenant must be able to configure its own SSO integration with its identity provider, specifically Azure. • Custom Branding: Tenants should have the ability to customize branding within their environments and on signature envelopes. • Sandbox Environments: A dedicated developer sandbox must be provisioned for each organization currently onboarded, as well as for any future organizations added to the service. These sandbox environments will support end-user training, API development, and integration testing. • Application Integrations: The solution must offer robust APIs and integrations with enterprise platforms such as ServiceNow, Oracle Fusion, SAP, SharePoint, Salesforce, Workday, Coupa, Power Automate, PartnerConnect, EasyVista, among others. • Support Services: 24/7 technical support is required to accommodate the global nature of participating organizations. Support should include documentation, training materials, and assistance with SSO and integration configurations. • Core Features: Capabilities should include signing workflows, bulk sending, reusable templates, and support for both default and custom signature formats. Lastly, the ability to add Contract Lifecycle Management (CLM) to individual organizations. • Flexible Pricing Model: Tiered pricing should be provided for annual usage ranging from 300,000 to 1,000,000 envelopes, in increments of 100,000. Approximately 100 QES envelopes are expected annually. Given the dynamic nature of UN operations, the pricing model must allow for fluctuations in usage without incurring penalties. UNICC intends to invite selected vendors to participate in a formal solicitation, via a Request for Proposals (RFP), at a later stage, for the above requirements.
