PSS/EMRO Date 24 November 2025 Dear Prospective Bidder, INVITATION TO BID to purchase Double Blood bags 500ml CPDA-1 plus one satellite 300ml with 17G needle gauge EA 5000 for WHO/Afghanistan The World Health Organization Regional Office for the Eastern Mediterranean on behalf of WHO Palestine Office is seeking offers for purchasing the following for WHO/Afghanisatn Item Total Quantity Double Blood bag 500ml CPDA-1 plus one satellite 300ml with 17G needle gauge EA 5000 800 o Submission of offers’ closing date: 3 December 2025, at 23:59 (Cairo/Egypt local time) o Clarification and queries: please send clarification queries by maximum 26 November 2025 at 23:59 (Cairo/Egypt local time) o Item Needed: as per the detailed specification – Annexes 1&2). o Incoterms:. The supplier should have the capacity for the delivery the required supplies to one of the below incoterm:-  FCA nearest airport, for international bidders. SUBMISSION OF OFFERS: • The Technical and Financial proposal must be submitted using the technical/financial proposal in both excel sheet and PDF forms (Annex 1 &2) and to include also:- o Detailed Specifications o All quality certificates. o Item Catalogues/Photos o Country of Origin and Manufacturer name for the offered product. o Ability to provide Certificate Of Origin COO. o Validity of the offer is required for 12 months o Singed/stamped offers on company letterhead will only be acceptable. o Bidders shall explicitly indicate the guaranteed lead time for delivery following receipt of an approved Purchase Order o Pack Size. o Completion of Annex 1 & 2 excel files (Please share both excel and PDF signed copy o Offers must comply with the requirements stated in the attached Invitation to Bid (ITB). o Please attach the item catalogue and Photo sperately o Annexes 1 & 2 must be completed exactly as provided, without any modifications. o Please be advised that the Annex is protected and locked. You will only be able to input data in the designated cells. o If you wish to submit more than one option for a single item, please enter each additional offer in a separate row within the same protected worksheet, reflecting the alternative option(s) in terms of model/brand, price, Incoterm, or delivery time. o Any attempt to unlock the sheet, modify the template, or submit a different format may result in your offer not being considered during the evaluation process IMPORTANT REMARK: • Offers must comply with the requirements and specification in Annex 1&2. • Offers must be received and made in accordance with the instructions contained in the attached invitation to bid. • Any order resulting from this invitation should contain acceptance of WHO’s General Terms and Conditions and any other specific terms or conditions detailed with the attached invitation to bid. SELECTION/REJECTION CRITERIA • Offers that are not meeting the required technical specifications will not be considered. • Only completed offers that contain the detailed specifications and requirements will be considered. • Supplier should have the capacity for the delivery within the mentioned period in the ITB. • Validity period of the offer, not less than 12 months. • Company profile including full detailed; name of the company, address, telephone and fax numbers, email address and details of contact person(s). • Technical evaluation criteria are based on pass/fail. • Awarded offer will be based on the best competitive price within the passed technically offered and the earliest delivery. • Any delay in delivery can cause cancellation of the purchase order with no commitment from WHO.   UN CODE OF CONDUCT: Confirmation of acceptance that your esteemed company accepts the terms mentioned in the attached UN Code of Conduct, must be received in the same letter containing your bid.
