A RAPID STUDY ON THE SKILLS SUPPLY AND DEMAND-SIDE ASSESSMENT WITHIN FOUR SELECTED DISTRICTS The service provider is expected to conduct a comprehensive assessment of both the supply and demand sides of TVET in the four target districts. On the supply side, the assessment should provide a clear understanding of the skills currently available and being offered by mapping existing occupational training programmes – particularly Competency-Based Training (CBT). This includes analyzing key indicators such as enrollment, drop-out, and completion rates. It should also evaluate the overall quality of TVET provision across both public and private formal institutions (e.g. infrastructure, learning materials, teaching and learning practices, private sector/industry partnerships (Workplace-Experience Learning [WEL]), while also extending the analysis to the informal sector to capture a more holistic view of the skills supply landscape. On the demand side, the assessment should provide insights into the major economic sectors and value chains operating within the four districts. This includes an analysis of the composition of the private sector – formal/informal, micro/small/medium/large-sized enterprises; domestic or foreign owned). The service provider is expected to outline employers’ recruitment practices and identify their skill requirements across different levels of the National TVET Qualification Framework (NTVETQF).
