Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: In June 2019, the ILO Violence and Harassment Convention (No. 190) and its Recommendation (No. 206) were adopted. The Convention, which came into force on 25 June 2021, establishes in international law the right of everyone to a world of work free from violence and harassment, and the State’s obligation to respect, promote, and realize this right. Convention No. 190 and Recommendation No. 206 combine equality and non-discrimination with safety and health at work, offering a broad scope of protection. Their adoption by governments, employers, and workers reinforces a global commitment to implement comprehensive laws and policies that ensure dignity and respect for all. On 29 December 2023, the Parliament of the Republic of Moldova ratified the ILO Convention (No. 190), following a ratification campaign led by the Ministry of Labour and Social Protection (MLSP) and the National Trade Union Confederation of Moldova. A compatibility analysis revealed that Moldovan legislation lacked sufficient integration of violence and harassment provisions and showed inconsistencies with Convention No. 190. The Convention entered into force on 19 March 2025. On 10 July 2025, Moldova adopted Law No. 194/2025 amending the Labour Code to align with Convention No. 190. The purpose is to support the Ministry of Labor and Social Protection (MLSP) in developing the regulatory framework required under Law No. 194/2025, which amends the Labour Code to align with the newly ratified ILO Convention No. 190. Specifically, the EXCOLL will provide technical assistance to the MLSP Working Group in drafting the Government Decision for applying the law in the public sector, develop model policies, templates, and implementation tools, and supporting the process through to final adoption.
