Baseline Research on Child Labour in Iraq with Emphasis on the Construction and Brick-Making Sectors

ProcureProcess - ILO Others Non Governmental 2025-11-12 to 2025-11-26
Within this framework, the assignment will generate robust, sector-specific evidence on child labour in Iraq’s construction and brick-making sectors, where children are often exposed to hazardous conditions and seasonal spikes in employment, particularly during school holidays. Children are frequently engaged in tasks such as clay digging, moulding, firing, stacking, transporting bricks, or assisting on informal construction sites, exposing them to serious occupational and health risks. Despite the magnitude of the problem, sector-specific data in Iraq remains limited, restricting the ability of policymakers, employers, and social partners to design targeted interventions. These challenges are compounded by household poverty, displacement, and limited access to education, which continue to drive children into hazardous work. The research will therefore combine desk reviews, quantitative surveys, and qualitative fieldwork to assess prevalence, drivers, and working conditions, as well as the socio-economic circumstances of affected households. It will also examine the effectiveness of existing legal and institutional frameworks, identify gaps in enforcement and protection, and capture community and employer perspectives. Findings will be validated through stakeholder consultations and will inform targeted, gender- and age-sensitive policy recommendations to strengthen prevention, enforcement, and social support systems aimed at eliminating child labour in these sectors.
