The United Nations Office at Vienna (UNOV) and the United Nations Office on Drugs and Crime (UNODC), under its Global Maritime Crime Programme (GMCP), are conducting a pre-qualification exercise to assess vendors’ capabilities for potential invitation to a tender for the supply of Personal Protective Equipment (PPE). This notice is not a solicitation, and no pricing information is requested at this stage. Technical specifications are not attached to this document and will be shared only with vendors invited to submit an offer through an Invitation to Bid (ITB). UNODC requires vendors with a minimum of five (5) years of experience supplying PPE or comparable protective or safety equipment to government agencies, law-enforcement bodies, defence institutions, or international organizations. Vendors must also have the capability to ship equipment globally under DAP (Incoterms 2010) delivery terms. The PPE categories expected under the future ITB include: • Tactical Automatic Hydrostatic Lifevest • Hydrostatic Inflator Kit (Lifevest Compatible) • Tactical Gloves • Protective Eyewear/Goggles • Knee and Elbow Pads • Body Cameras • Level A Suit • Level B Suit • Fireman Coveralls • Fire-Fighting Structural Gloves • Fire Protection Helmet • Firefighter Boots • Lifevest LED Flashlight • Tactical Maritime Boots The future contract is expected to be a non-exclusive Long-Term Agreement (LTA) for the supply of PPE on an “as and when required” basis, with delivery to Vienna and other global locations as specified in purchase orders. Vendors wishing to be considered shall complete the online Microsoft Form linked in this UNGM posting. Vendors who are contacted to provide reference letters shall submit them within the deadline indicated. Only submissions received through the online form will be considered. Specific Requirements/Information I. Requirements To be considered as adequate, vendors shall meet the following minimum requirements: 1. UNGM Registration Vendor shall be registered at UNGM Level 1 (or Level 2), or shall have submitted a UNGM Level 1 registration request prior to the deadline. Relevant Experience 2.1 Vendor shall have at least five (5) years of experience supplying PPE or comparable protective or safety equipment to government agencies, law-enforcement bodies, defence institutions, or international organizations; and 2.2 Vendor shall have experience delivering PPE or comparable protective or safety equipment to international destinations. 3. Delivery Capability Vendor shall have the capability to deliver PPE or comparable protective or safety equipment internationally, including the ability to ship worldwide under DAP (Incoterms 2010) delivery terms, at a minimum to the following countries: Austria, Brazil, Egypt, Côte d’Ivoire, Kenya, Panama, Senegal, South Africa, Thailand, Sri Lanka, Fiji, Azerbaijan, and India. Please note that deliveries to additional locations may also be required; however, the locations listed above represent the minimum for which the vendor must be capable of delivering under DAP (Incoterms 2010) shipping terms. 4. Technical and Warranty Requirements 4.1. Vendor shall have the ability to provide user manuals in English; and 4.2. Vendor shall provide a minimum 12-month warranty on supplied equipment. II. Request for Reference Letters Based on the evaluation of responses to the MS Form, vendors who confirm compliance with the requirements indicated in this document will be contacted by email and requested to provide, within two (2) working days, evidence in the form of three (3) reference letters. Each reference letter must include: 1. Description of items supplied (what was bought) 2. Date of supply or contract execution (when it was delivered) 3. Confirmation that the delivery was within the agreed time and that the goods were accepted 4. Delivery location (where it was delivered) 5. Delivery timeline (how long it took from order to delivery) 6. Contact information of the person providing the reference, including name, position, organization/company, official email address, and phone number IV. Deadline The completed MS Form must be submitted no later than 4 December 2025 at 14:00 (Vienna time, CET). Late submissions will not be considered.
