The ILO is seeking qualified experts or organizations to conduct a feasibility assessment on establishing a Social Fund for Development (SFD) in Syria. The assessment will evaluate its feasibility, institutional framework, financial viability, and implementation strategy, with a focus on designing and executing Public Employment Programmes (PEPs) and related social protection mechanisms. It will also provide recommendations on governance, funding sources, legal frameworks, and operational models, based on international best practices.
