Description of the Assignment:The assignment will focus on strengthening the operationalization layer of the taxonomy, ensuring that the EGFT is supported by clear application guidelines, verification approaches, and practical tools that enable financial institutions, regulators, and policymakers to classify, assess, and report on green economic activities in a transparent and auditable manner. This includes the development of activity-level criteria, evidence requirements, reporting templates, and supervisory guidance to support consistent interpretation and application of the taxonomy.Ensure that the EGFT can be effectively utilized by the CBE within its regulatory and supervisory mandate, while also being accessible and usable by financial service providers and other stakeholders in the market. The assignment will therefore place strong emphasis on developing tools and frameworks that are both technically robust and practically applicable within Eswatini’s institutional and market context.Strengthen the institutional capacity and readiness across key stakeholders, including the Central Bank of Eswatini, financial sector regulators, financial service providers, the Ministry of Finance, and the Ministry of Tourism and Environmental Affairs. This will ensure that relevant institutions are equipped with the knowledge, skills, and tools required to apply the EGFT effectively, support its implementation, and contribute to the broader sustainable finance agenda.Deliver a comprehensive, launch-ready EGFT operational package, enabling the Government of Eswatini and the Central Bank to confidently roll out the taxonomy as a credible and practical instrument to guide sustainable finance, support climate-aligned investments, and facilitate access to green and climate finance opportunities.The consultant will undertake the following tasks:The consultant will undertake a structured and time-bound assignment to support the final operationalisation of the Eswatini Green Finance Taxonomy (EGFT). The scope of work is organised into four interrelated components: inception and technical review, development of operational guidelines and tools, capacity building and institutional strengthening, and validation and finalisationInception Phase and Desktop Technical ReviewAt the commencement of the assignment, the consultant will undertake a comprehensive desktop review of the EGFT package to assess its readiness for operational application. This will include a review of the EGFT document, the Technical Screening Criteria (TSC) Excel file, consolidated stakeholder and peer review inputs, and relevant international taxonomy frameworks and benchmarks. The purpose of this phase is to assess the current status of the taxonomy in relation to operational readiness and to identify any remaining technical and application gaps that need to be addressed to support supervisory use and market application. Particular attention will be given to the operationalisation of the MSC/DNSH/MSS framework, including the clarity of criteria, consistency of application, and auditability. Based on this review, the consultant will develop a structured issues log, clearly identifying priority areas for refinement and distinguishing between critical operational requirements and lower-priority enhancements. The consultant will also propose a sequenced and practical approach for addressing these gaps within the scope and timeframe of the assignment.This phase will culminate in the preparation of an Inception Report, outlining the findings of the review, confirming the scope and methodology of the assignment, and presenting a detailed workplan and timeline for delivery of subsequent outputs.Development of Operational Guidelines and ToolsBuilding on the inception phase, the consultant will develop a comprehensive set of operational guidelines, tools, and supporting materials required to enable the practical application of the EGFT. This will include the development of activity-level operational frameworks for Do No Significant Harm (DNSH) and Minimum Social Safeguards (MSS), translating these from conceptual principles into clear, auditable criteria with defined evidence requirements and verification logic. The consultant will ensure that these frameworks support consistent and transparent pass/fail decision-making by financial institutions and supervisors.The consultant will also develop sector-appropriate adaptation outcome indicators, complementing existing procedural guidance with measurable and practical metrics that can be applied without imposing excessive data requirements.To support reporting and market application, the consultant will design standardised reporting and disclosure templates, including both entity-level and product-level formats, ensuring alignment with emerging international practices while remaining appropriate to the Eswatini context.The consultant will consolidate and refine the ISIC/activity mapping matrix to ensure consistency, comparability, and readiness for application in sustainable finance instruments, including potential green bond frameworks.A concise Supervisory Guidance Note will be developed for the Central Bank of Eswatini, outlining how the EGFT should be applied within supervisory processes, including expectations for regulated entities, verification approaches, and review mechanisms.The consultant will further develop a practical implementation roadmap, outlining phased adoption of the taxonomy, roles and responsibilities of key stakeholders, reporting cycles, and capacity-building needs. This will be complemented by a threshold calibration note, providing a transparent methodology for aligning national thresholds with international benchmarks while allowing for justified local adaptation.Capacity Building and Institutional StrengtheningIn parallel with the development of operational tools, the consultant will design and deliver targeted capacity-building activities to support effective uptake and application of the EGFT across key institutionsThis will include capacity building for the Central Bank of Eswatini, financial sector regulators, financial service providers, the Ministry of Finance, and the Ministry of Tourism and Environmental Affairs.The capacity-building programme will aim to strengthen understanding of the EGFT framework, including the application of MSC, DNSH, and MSS criteria; build technical capacity for taxonomy alignment assessment; support regulators in applying the taxonomy within supervisory and reporting frameworks; and guide financial institutions in the classification of assets and the use of reporting templatesThe consultant will develop training materials and user guidance manuals, and deliver practical, hands-on training sessions and technical workshops. These will include case studies and applied exercises to demonstrate real-world application of the taxonomy, as well as facilitated discussions to align roles, expectations, and institutional responsibilitiesValidation and FinalisationThe consultant will support the final validation and consolidation of the EGFT operational package through structured engagement with stakeholders This will include the preparation and facilitation of a 2–3 day technical validation workshop with the CBE Technical Working Group and relevant stakeholders. During this workshop, the consultant will present the developed operational tools, templates, and guidance materials, facilitate technical discussions, and support stakeholders in reviewing and validating the proposed approach.Feedback from the validation process will be incorporated into the final deliverables, resulting in a comprehensive, launch-ready EGFT Operationalisation Package, including all supervisory and operational guidelines, templates, and supporting documentation required for implementation.Period of assignment/services: 70 days spread over 4 months Proposal should be submitted directly in the portal no later than indicated deadline.Any request for clarification must be sent in writing via messaging functionality in the portal.
