UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Evaluation of Catch-Up Education Programme in Northwestern Province 2026. BRIEF BACKGROUND The purpose of this evaluation is to undertake a rigorous summative assessment of the Catch-Up Programme (Improving Quality of Learning) in North-Western Province. It will systematically examine the programme’s relevance, effectiveness, efficiency, impact, and sustainability over the 2024–2026 programme cycle. The evaluation will generate robust evidence on learning outcomes, programme implementation, and system-level strengthening to inform policy decisions, potential scale-up, and long-term sustainability of the programme in other provinces. OBJECTIVES • Assess the effectiveness of the Catch-Up programme on learning outcomes, examining whether and how the programme improved learning, particularly among vulnerable learners. • Evaluate the programme’s contribution to system strengthening, determining the extent to which it enhanced teacher practices, promoted data use, and strengthened the Ministry of Education’s capacity to manage and apply education data. • Assess the programme’s impact on equity and inclusion, exploring how effectively it supported the participation and learning of vulnerable children. • Examine the sustainability and potential for institutionalization of programme interventions, considering whether programme approaches and innovations can be maintained and scaled within existing education systems.
