In this Request for Information (RFI), the Division of Healthcare Management and Occupational Safety and Health (DHMOSH) seeks to identify potential companies and organisations that offer an off-the-shelf training programme in Mass Casualty Incident Management in a Mass Gathering context. The need for effective evidence-based disaster training of healthcare staff at all levels, including the development of standards and guidelines for training in the multi-disciplinary health response to major events, has been designated as a high priority. In the UN, there is an identified capacity-building need for the potential first responders (e.g emergency care, security, operations) considering that the risk of a critical event remains significant, with a reasonable likelihood and foreseeable impact wherever the UN operates. The objective is to identify an off-the-shelf training programme that meets the requirements outlined in the RFI. The intention is to have a series of training sessions, the first of which, as a pilot project, will be held in New York in 2024. COURSE REQUIREMENTS: 1. Aim of the training programme: To provide the knowledge and skills needed to effectively manage the scene of a Mass Casualty Incident in a civilian Mass Gathering environment. 2. Learning objectives (LO): 2.1 LO1: Understand the principles of Major Incident Management. 2.2 LO2: Be able to participate in the planning and conduct of support for a major casualty producing incident in a Mass Gathering (e.g. General Assembly) at the Headquarters of the United Nations Organization. 3. Training audience: Civilian staff members (Healthcare workers, safety officers and security officers). The initial course will include about 18 participants 4. Format: The training course should be offered in-person with a prerequisite / initial part conducted online. 5. Language: The training course should be delivered in English and/or French. 6. Customization: The training should be customized for the UN Secretariat and tailored for specific needs such as including scenarios of improvised Explosive Device and Active Shooter. 7. Instructors: Instructors proposed by the vendor are required to be Paramedics or Nurses or Physicians with at least 5 years of documented training experience in the Disaster Management field. They need to be certified/accredited instructors in delivering Disaster Management related courses. 8. Expected dates and location: The (first) course will preferably take place on a weekend (Saturday and Sunday) in July or in August 2024, prior to the date of the next United Nations General Assembly, in the United Nations Headquarters, in New York, USA. 9. Prerequisite: The UN expects pre-reading material and pre-test MCQ to be shared with the participants before the start of the course. 10. Methodology: The UN expects the course to consist of various Instructional Components including but not limited to Table Top Exercises, Practical Exercise Without Casualties, Workshops and practical test with post-test MCQ. 11. Certificate: The UN expects a certificate to be issued upon completion of the course. Can you explain the validity of the certificates and the requirements for recertification?
