Request for Proposal Long Term Agreement for the provision of strategy and partnership support services to WHO Health Emergency Preparedness and Response Programme [WHO-SHQ-WSE-DE-25-3015] You are invited to submit a proposal for the above-mentioned Request for Proposals for the World Health Organization (WHO), WHO Health Emergency Preparedness and Response Programme (WHE), in accordance with the RFP documents: please click on "Express Interest", “View Documents”, and then, on the “RFP Documents” tab: Request for Proposal - main tender document containing all the relevant annexes that are not described below. IMPORTANT NOTE: Interested vendors must respond to this Request for Proposals (RFP) using the WHO electronic tendering portal, via the UNGM portal. In order to access the full WHO RFP details, request clarifications on the RFP, and submit a vendor response to a tender using the system, vendors need to be registered with Basic Level as a WHO vendor at the UNGM portal and be logged into UNGM. Important note: although WHO has applied its best endeavours to provide a full description of the services, it is strongly recommended that prospective service providers take part in the Virtual pre-bid conference scheduled to be held on 19 March 2025 between 15:00 – 16:00 hours (Central European Time zone) to understand the exact requirement of WHO, clarify any matters related to technical, contractual or commercial matters. The prospective service providers that are interested to take part in the virtual pre-bid conference shall email the names and email addresses of their representatives at least 24 hours prior to the scheduled time to

The prerequisite of participating in the pre-bid conference is to submit your intention to bid via the UNGM website. Please see further details in 4.2 Intention to Bid. PLEASE NOTE: WHO normally expects Bidders to express their intention to bid short after the publication of the RFP. Clicking on the blue “Express Interest” or on the “Opt In” button (bottom of the “RFP Document” tab page) is not a formal Intention to Bid. Bidders must refer to the RFP documents to get detailed information on this process. The timely and successful registration with UNGM as well as the validity and number of contact details entered in the UNGM registration are the sole responsibility of the vendor.
