It is anticipated that the International Criminal Court (hereafter referred to as the ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation for the provision of Framework Contract for Baseline studies and TFV analytical capacities strengthening. In this connection, the ICC is requesting expressions of interest from qualified firms. Brief Summary of Scope of Work Background and Purpose International Criminal Court (ICC) / Trust Fund for Victims (TFV) seek to establish a Framework Contract for the provision of baseline evaluation services to support the planning, policy development, and performance monitoring of programmes for the benefit of victims which are implemented by the Trust Fund for Victims in situations under the jurisdiction of the Court. Baseline evaluations are required by the TFV to respond to queries from the ICC judges that may inform their decisions in relation to reparations, or may also be required in the concept-development phase of a programme to establish reference data and to measure pre-implementation conditions so as to inform programme design and subsequent monitoring and evaluation (M&E) activities. In the coming years, the TFV anticipates it will require baseline evaluations for a selected or total number of programmes. The TFV seeks to engage in a framework arrangement that allows for the contracting of services, upon demand, and to be realized on short-notice (within 60 days of less), especially following judicial decisions with deadlines for response by the TFV. The framework contract will be valid for three (3) years with the possibility of a one-year extension based on performance and continuing need.
