ADB faces increasing institutional risk arising from the rapid growth of unmanaged electronic documents across collaboration and content platforms. While digital tools have significantly improved productivity, the absence of a unified and systematic approach to managing electronic documents and records has resulted in fragmented repositories, inconsistent classification, limited retention controls, and challenges in identifying authoritative records. An Electronic Document and Records Management System (EDRMS) is required to address these risks by modernizing records management practices and providing a secure, enterprise-wide system to manage documents and records throughout their lifecycle. The EDRMS will enable the organization to classify, protect, retain, and dispose of records in accordance with regulatory, legal, and information governance requirements, ensuring that records serve as reliable evidence of business activities and decisions.
